will be received until 2:00 PM on Tuesday, March 30, 2021 at the Offices of the Bedford Village Fire District, located at 34 Village Green, Bedford, New York, 10506, where the bids will be publicly opened and read aloud. The bid opening will be livestreamed and accessible for public viewing. Interested parties MUST request an invitation to the livestream no later than noon on the day of the bid opening. Requests must be emailed to bids@arriscontracting.com; requesters must include their name, the name of the firm being represented and a valid email address where the invitation should be sent to. For precautionary reasons, bidders and other members of the public will not be admitted to the physical bid opening. In the event that on this date the Bedford Village Fire District is closed or due to weather or any other emergency, bids will be due at 2:00 p.m. on the next day that the District is open.
Complete digital sets of Bidding Documents, including Drawings and Specifications, may be obtained online as a download for Forty Nine Dollars and 00 cents ($49.00) at the following website: www.usinglesspaper.com under ‘public projects’ beginning on Monday , March 01, 2021.
Complete sets of Bidding Documents, including Drawings and Specifications, may be obtained from Rev, 330 Route 17A, Suite #2, Goshen, New York 10924 Tel: 1-877-272-0216, upon depositing the sum of One Hundred Dollars and 00 cents ($100.00) for each combined set of documents. Checks or money orders shall be made payable to BEDFORD VILLAGE FIRE DISTRICT. Hardcopy plan deposits are refundable in accordance with the terms in the Instructions to Bidders to all submitting bids. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs.
All bid addenda will be transmitted to registered plan holders via email and will be available at www.usinglesspaper.com. Plan holders who have paid for hard copies of the Bidding Documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with the printer for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda.
Bids must be made in the standard proposal form in the manner designated therein and as required by the specifications that must be enclosed in sealed envelopes bearing the name of the job and name and address of the bidder on the outside, addressed to: “BEDFORD VILLAGE FIRE DISTRICT,” with contract number, and bidder name and bid opening date, clearly marked on the outside. The Bedford Village Fire District is not responsible for bids opened prior to the bid opening if bid contract number and opening date do not appear on the envelope. Bids opened prior to date and time indicated are invalid. The bidder assumes the risk of any delay in the mail, or in the handling of the mail by employees of the Bedford Village Fire District, as well as improper hand delivery.
Each proposal submitted must be accompanied by a certified check or bid bond, made payable to the “BEDFORD VILLAGE FIRE DISTRICT,” in an amount equal to FIVE percent (5 %) of the total amount of the bid, as a commitment by the bidder that, if its bid is accepted, it will enter into a contract to perform the work and will execute such further security as may be required for the faithful performance of the contract.
Each bidder shall prepare his/her bid proposal, along with the bid security, in accordance with the terms and subject to the conditions set forth in the Instructions to Bidders. Attention of the bidders is called to the requirements as to the conditions of employment and minimum wages to be paid under the contracts. Certification of bonding company is required for this bid, see Instruction to Bidders section.
Each bidder shall agree to hold his/her bid price for forty-five (45) days after the formal bid opening.
A pre-bid meeting will be held virtually and is scheduled for 10:00 AM on Tuesday, March 16, 2021. Although the pre-bid meeting is not mandatory, it is highly recommended that all potential bidders attend. Pre-bid site visits will be held on March 17th 2021 and are to be scheduled in advance with Frank Roberts of ACCI (914) 755-0930. Visit times will be scheduled in small groups, starting at 10:00 am in order to allow social distancing. Proper personal protective equipment to access public spaces should be utilized when attending a pre-bid site visit.
It is the Bedford Village Fire District’s intention to award the contract to the lowest responsive and responsible bidder providing the required security who meets the experience, technical and budget requirements. The Bedford Village Fire District reserves the right to reject any or all bids, waive any informality and to accept such bid which, in the opinion of the Bedford Village Fire District, is in the best interests of the Bedford Village Fire District. The form of contract is included with the Bidding Documents.
